E. Mabel Lipscomb was from St. Albans, Hertfordshire where her father John T. N. Lipscomb was twice mayor.

Lipscomb studied under Norman Garstin whilst in Cornwall and joined the Newlyn Art Colony. She was also in Paris at Colrassis Atelier where she held an exhibition.

During the first world war Lipscomb served with the French Red Cross as a Canteneer dEclopes at a rear station for wounded soldiers. War service medals were awarded to her.
